idea a) you will have to set a gateway because you are on a private subnet
and need masqerading.

idea b) Probably a firewall from your university. You are allowed in the
local net, but not allowed to connect to the internet. But there is a full
featured dns server in the local net that also knows internet adresses. Ask
the admins of the net. Maybe will will have to log in first to use get access
to the Internet. With pptp or probably ipsec.
