There is no problem to make ipkg. There is problem with Atari OS ROMs.
I can't add these in ipkg, because they are copyrighted. Then ipkg would
be unusable as-is (and I think one of the main goals of ipkgs is to be
usable as-is).
One and probably only legal way, how to obtain these ROMs (if you don't
have real Atari system - yes, I have one :-) ) is from very old free
version of another comercial Atari emulator for DOS, XFormer 2.5. Link is
somewhere on Atari 800 emulator homepage (linked from my page mentioned
bellow, LOL).
BTW, I compiled UAE (Amiga emulator) for iPAQ too, and it works! But
nothing really usable yet...
