If you are using ipkg v0.4 it's not proxy aware - upgrade to v0.7 (proxy
aware) or v0.9(proxy + multiple sources, from unstable.).

Unfortunately to do that you need a working ipkg!

The workaround is to export the http_proxy environment variable by hand
before running ipkg, then ipkg upgrade, edit your ipkg.conf again and you're
done.
