You can only ssh and you may need to create a ssh key. There is no telnet
installed at this point.

But otherwise have a recently flashed iPAQ working, and it will ping
alright.
I think my /etc/hosts.allow and /etc/hosts.deny are fine, but cannot
think of what else needs fixing.
