Proxy support for iPKG

In response to http://familiar.handhelds.org/cgi-bin/wwwgnats.pl/full/8 I
have added experimental HTTP and FTP proxy support to ipkg. I have tested
it utilizing a squid server made accessible to me by Alberto Caso (IRC nick
BadMind, Thanks BadMind!) and had some success. I did not have much
success trying to use a true FTP proxy which the wget documentation seems
to suggest is supported. I also found some email list traffic via Google
which suggests that other people have had no success getting FTP via FTP
proxy working with wget. FTP via HTTP proxy (squid) does work however. I
have also not tested proxy authentication. I have not at this time tested
it against ash but intend to do so in an hour or so. My changes have been
committed to CVS and I welcome testing and comments.
