Right now there is simply a static menu which you can edit:

        /etc/X11/blackbox/blackbox-menu

I am currently putting together a system using the menu package from
Debian which will allow each package installed to register itself with
the menu system. That should eliminate most manual fiddling with this
file. It will also allow alternate window managers and program
launchers access to a common menu.
