patch to really attempt to fix gpe-package packaging

This patch layers on top of patch 210. It adds a script to /usr/bin that wraps
gpe-su around gpe-package and adds a patch that modifies the gpe-package
makefile to install gpe-package in /usr/sbin and change the permissions applied
to it.
