Technically, signature capture is quite possible. There are drawing
tools for GPE and opie. At the worst one could just open up a drawing
and have the person sign - then save as png. But using the libraries in
a more deliberate sense is also possible. The barcode reader part is a
little trickier. But I am pretty sure that Todd Blummer's company has
conquered that bit:

Buy a sharp zaurus from him with a mobiliscan, then you may be able to
do the signature capture in house. But SDG Systems could probably do
that part on contract as well if they haven't already.
