Right, yeah. "ipkg-cl configure" will take a little while on the first
boot because there will be a few unconfigured packages, but it shouldn't
account for the long delays that we seem to experience.

As for subsequent boots, the right thing is probably for S98configure to
delete itself after it runs for the first time. There's no need to
perform a configure step on anything except the first boot.
