your own rom image for a turnkey system

Hallo,

i have to build some sort of a turnkey system for an ipaq (3870) by
generating my own rom image. which means when i turn the ipaq on, only one
program shall load and you can't close that program. think of it like a
calculator for example, you turn it on and you have just your calculator,
thats what i'd like to do.
you turn the ipaq on and you have just this program, no other stuff. does
anybody know where to start or if something similar like that already
exists? faq's or howtos on how to generate your own rom images would also
be helpful.
