Familiar unstable Packages files has no Conffiles

Hello,

I was about to test the Conffiles support in the new C-based ipkg, but
unfortunately, the Packages file for Familiar unstable has no
Conffiles lines. :(

Where is the source for the program that generates this file? (I
assume it's not my original ipkg-make-index since I don't think it has
that problem). It seems I may have heard someone mention an
ipkg-build-index written in python?
