Well, in my case, it's a bootldr CVS problem (which is OT for this
list - so I'm migrating to the bootldr list : ):

cvs -z3 -d :pserver:anoncvs@cvs.handhelds.org:/cvs co -r BOOTLDR_2_18_21 bootldr
cvs [server aborted]: cannot write /cvs/CVSROOT/val-tags: Permission denied
