I assume you have a serial cradle or cable connecting the iPAQ to a host PC running a terminal emulator such as Hyperterminal or minicom. It should be configured for 115200 baud, no hardware and no software flow control. No flow control at all.
Press and hold the center of the joypad, then push the recessed reset button (you will have to remove from cradle to do so), then wait a second, put back in cradle, release center of joypad. You should see characters on the terminal emulator.

Installed Bootbalaster an bootldr2.18.01 and backedup Windowsce files to
Windows and I now Have a FAT penguin and ARM Bootloader screen and
I can't find a boot prompt , by hitting calender or task manager buttons .
I'm confused, where do I go from here
