I think you guys should consider (and look into) the Google Project
hosting (http://code.google.com/hosting/). The reason you may have not
heard of it is because it was only released about a week ago. I'm
using it for a small project and it's working out really well. It's
very fast, it has decent ticket management, it comes with SVN access
and it's made for open source projects. Google Groups can be used for
discussion if necessary, Google Blogger for status/release updates,
and even Google Pages for documentation ;-). Although it lacks a wiki,
that's the only downside. It's still in the initial release, so
they'll be adding new features as they go.
I just feel that it'll take more effort hosting and maintaining our
own project management software than to use an existing free service
made to promote open source projects like ours.
