handhelds.org autobuild system partially complete

Hi,

I've gotten a partial autobuild system for handhelds.org running here:

  http://autobuild.handhelds.org

There are still a few major things to do, the most important of which is
doing the package builds in a chroot environment and installing packages
there after building them.

Feel free to test the system by performing any of the available actions,
which include pausing/resuming the queue server, restarting queues,
rebuilding packages, and uploading source packages into distributions.
It's not yet safe to assume that uploaded packages will be preserved.

At the moment, the system is working its way through a few hundred Debian
packages that I uploaded this afternoon. I gave those uploads a low queue
priority, though, so rebuilds should start reasonably quickly if you
restart any queues or jobs.
