ipkg-dev (work in progress)

OK, it's not complete yet, but it's a working prototype. I've modified
the core scripts from dpkg-dev for building ipkgs; the files are
available under http://people.debian.org/~asuffield/ipkg-dev/.

A familiarised version of the debian hello package is provided; I also
have a version of hello-debhelper and the associated scripts to go
with it, but that isn't complete yet.

This works on Debian, and a deb package is provided. It should also
work on any other linux distribution if dpkg is built and installed;
it will probably work without it, but a few things might behave oddly
(this dependency will be removed just as soon as I have time to try it
out on a non-debian system and identify any problems).

It will not yet run on familiar, notably due to the dependency on
perl. I'll hopefully have a minimal perl packaged tomorrow sometime.

Support for cross-compiling is problematic because the individual
packages themselves have to support it. Even the trivial hello package
given here does not. More to follow on this later.

Lastly, it's completely undocumented at present. If you aren't
competant with debian package management tools you probably won't be
able to figure out what is going on.

Don't even think about using it to build actual packages yet.
